1. Personnel changes

Vincent VUILLEMIN replaced Dietrich SCHINZEL as member of the CERN Safety Alarm System Supervisory Board and Greg KOWALIK replaced Harry LAEGER in the role as ST/AA Group Leader.

2. Matters arising from the minutes of the fourth meeting

The directors of the technical divisions, Lyn EVANS (as sponsor) and Paul PROUDLOCK (as future replacement of Paul FAUGERAS) have to be added to the distribution list.

Questions about the communication infrastructure cost estimation have been raised: the requirements are defined, the concept and architecture have been agreed and a funding estimation for LHC will be done by P. Anderssen. He also will prepare the cost estimate for the complete CERN site as soon as he receives the detailed safety zone map from the CSAM team. P. Anderssen is invited to participate at the future meetings as representative for IT as network provider.

3. CSAM contract

Luigi Scibile presented the result of the CSAM contract tendering. You may find the slides of the presentation at the Safety Alarm System Supervisory Board web page.

Four offers have been received, the lowest offer is technical and also budget compliant. A first pilot installation is foreseen for April 2002. Either for the Meyrin safety zone 34 or for SM18. Regular intermediate validations should assure a proper pilot installation and avoid surprises. All maintenance and intervention requirements are covered by the contract. One of the requirements is the availability measurement of the system. In case of unavailability or failures the company has to repair the system without extra charge from CERN.

4. A.O.B.

Discussion about ÒMr. AlarmÓ: it is not perfectly clear who this is and what it means. Two names (Alain CHOUVELON (TIS) and Harry LAEGER (ST)) have been in discussion. The ST/AA group is responsible for the alarm transmission and TIS for the definition of the rules. Following the presentation to SAPOCO given by H. LAEGER at 23rd June 1999 the role of ÒMr. AlarmÓ is inside TIS (A. CHOUVELON). The official linkman to ST in safety matters is Greg KOWALIK who is the replacement of H. LAEGER in this function. The mandate of ÒMr. AlarmÓ should be defined more clearly in a separate meeting.

Information added after the meeting: This topic has been discussed in a separate meeting within TIS at 8th March 2001. It was decided that the leader of the group that is executing the work (=ST/MA) is responsible for the correct implementation and handling of the safety alarms. Today the GLIMOS are the only communication channels to the experiments. Vincent VUILLEMIN remarked that the documents should also be agreed by the technical coordinators of the experiments. A presentation of the CSAM project can be given to the technical coordinators of the 4 LHC experiments by the CSAM team if desired.

CSAM will use at least for the transition period 3 transmission paths (1 hardwired, 2 network). The 2 out of 3 voting seems to be too insecure to Keith POTTER. In his opinion a 1 out of 3 voting would be safer. Luigi SCIBILE will present to the CERN Safety Alarm System Supervisory Board members a more detailed technical scenario at the next meeting in order to clarify the technical aspects.

Information that has been added after the meeting: This topic has been discussed in the 198th SAPOCO meeting at 5th April 2001 where it was decided that there should be no voting system.
