1. Approbation du compte rendu n° 100
Le compte rendu n° 100 est approuvé.
2. Matters arising from the last meeting
2.1. MOAS
La commission MOAS a reçu les documents et les propositions des
groupes AA, MO, DI et EL. Les derniers MOAS doivent impérativement
lui parvenir cette semaine. Il ne faut pas oublier de notifier les priorités.
Une closed session sera organisée la semaine prochaine à
ce sujet.
2.2. Base de données de récupération du matériel
Il conviendra d'examiner si la franchise de 1000 CHF est toujours nécessaire
compte tenu de l'informatisation du système.
2.3. Salle du Conseil
Une pré-étude est en cours. Elle devrait aboutir rapidement
à des premières estimations.
3. Web based training (M. Storr & L. Henny)
Before developing the present subject called "Web based training" M. Storr
presents the results of the last STTC presentations' recording. He explains
that the result is quite dark due to the lighting of the room.
These presentations are available on the Web and as an example M. Storr
shows a few minutes of R. Nunes's presentation.
If ST group leaders consider that this recording system can be useful
for ST division, M. Storr suggests to nominate a contact person. This representative
could be trained to the process in order to implement a procedure for ST
division.
3.1. Reasons for implementing Web based training
Education Service major problem lies in the fact that they can't deliver
courses people want when people need them, due to the following reasons:

Education service is not informed in advance about courses that are needed.
-
The demand is wide and there is sometime not enough people wishing to attend
some courses. A minimum attendance is indeed required to grant low prices.
-
Some courses are not in the Education Service catalogue. In these cases
the DTO has no other choice than organising outside courses or advising
to use books.
In the past, CD-ROMs have been prepared for a few courses. But the management
of the CD-ROM was really uneasy. A Web system seems to be more appropriate.
3.2. Advantages and drawbacks
More information can be found on the Web from Education Service home
page then Technical training and Web based training.
3.2.1. Advantages
A Web system provides access from office, home and training rooms.
In addition the list of courses available is very wide (more than 100
courses), most of them are computer based (Microsoft office, Java, Html,
etc.). All the courses are based on the same application than is used at
CERN with an interactive learning method.
It is also possible to access directly to the unit instead of attending
a whole 3 days course.
M. Storr dscribes this Web based system as:
-
a just in time training provider,
-
a tool to equalise the level of participants to a course,
-
a tool for post course reference,
-
an element that can be consulted quietly from the office.
3.2.2. Drawbacks
All the courses are given in English. A few French courses are available
but they are based on French menus while CERN applications only use English
menus.
3.3. NETg and ZDU Web training system
CERN Education Service can also provide access to 2 systems, i.e. NETg
and ZDU Web training system. The principle is quite the same but looks
and feelings are different.
In particular ZDU system offers a personalised access with an instructor
to ask questions and make exercises.
Also available are a pre-assessment of the level required before the
course and a test at the end to reveal what has been learnt.
3.4. Cost
M. Storr details the price range of training courses:
-
Technical Training: 200 CHF / day,
-
NETg and ZDU: 150 CHF for unlimited access for a whole year. This represents
250 courses of 8 hours to follow. Such Web courses need a lot of motivation.
Education Service can monitor how long and which courses have been followed
by each participant to the program. The supervisors will be of course informed
if somebody don't use his training facilities.
3.5. Comments and discussions
L. Henny has been testing this system for a few weeks. His opinion is positive
and advantages are numerous. Web based courses give a wide range of possibilities
and are in the same time complementary with "physical" training courses.
Web training is especially useful before the "physical" course in order
to homogenise the level of participants.
The main difference with online help lies on the pedagogic approach.
In addition, online help is not available for C++ and Java.
To conclude M. Storr asks group leaders to look at this system and suggests
to contact L. Henny for more information.
4. SL Operations Committee (P. Ninin)
Ce nouveau comité intitulé SL Operations Committee (SLOC)
remplace le SLTC avec une périodicité bimensuelle.
M. Bätz est le représentant permanent de la division auprès
de ce comité. Des représentants d'autres groupes ST seront
invités ponctuellement en fonction des thèmes traités.
Il a été décidé que M. Bätz fera désormais
le point des discussions du SLOC au cours de chaque réunion STTC.
5. LEP dismantling personnel and budget (B. Jenssen)
B. Jenssen n'a toujours pas reçu le budget correspondant aux codes
budgétaires alloués à la division ST.
En ce qui concerne le budget d'opération LHC, 1,2 MCHF ont été
demandés par la division. 600 KCHF ont déjà été
reçus directement. Toutes les demandes supplémentaires feront
l'objet d'une rallonge budgétaire. Les chefs de groupe sont donc
invités à répercuter leurs dépenses pour l'opération
LHC.
6. Point sur les recrutements : situation des groupes
7 postes sont actuellement en cours. Les chefs de groupe attendent d'avantage
d'informations sur les possibilités d'ouverture de postes supplémentaires.
7. Divers
7.1. Réserve DG
P. Ciriani demande aux chefs de groupe concernés de préparer
des notes explicatives et justificatives pour toutes les demandes auprès
de la réserve DG :
-
dégâts de la tempête,
-
tunnel de lavage,
-
terrasse des restaurants,
-
ascenseurs : ce projet aurait théoriquement dû se terminer
cette année, la demande supplémentaire doit donc être
justifiée.
7.2. Organisation du projet CNGS
M. Wilhelmsson présente un draft de mémo de K. Hubner sur
la composition de l'équipe de projet CNGS. Il est ainsi confirmé
que ce projet est géré par la division SL.
M. Wilhelmsson est le chef de projet ST. N. Lopez-Hernandez est également
membre de l'équipe de direction du projet, et J.L. Baldy le suppléant
des deux.
M. Wilhelmsson présente ensuite le détail des codes budgétaires
attribués au projet, sur lesquels les chefs de groupe concernés
disposent des droits de signature. Il montre également un tableau
de codification du matériel, du personnel et des PPAs.
7.3. Réunion de coordination LHC machine
J.L. Baldy regrette le manque d'assiduité de certains groupes (EL,
AA) aux réunions de coordination LHC machine. Il demande aux chefs
de groupe de veiller à la représentativité de leur
groupe au sein de ces réunions.
7.4. PPAs
Les PPAs de la division ont été modifiés. Ils sont
désormais en adéquation avec les ressources budgétaires.
