1. Approbation du compte rendu nº 177

Le compte rendu nº 177 a été approuvé le 10 septembre au début de la séance consacrée aux Works Units (sans compte-rendu).

2. LHC contracts : risk analysis (H. Wenninger)

A new "Risk Assessment Unit" for the construction of the LHC machine and experimental areas, chaired by H. Wenninger and composed by T. Tortschanoff, P. Geeraert, A. Unnervik and P. Bonnal, has been set up by the Director-General in order to evaluate the risk on LHC contracts.

The purpose of this Unit is to :

• identify risks concerning the cost and schedule
• identify the alternative responses to the risks and assess their impact on the cost and schedule
• identify early signals indicating the need for action from the LHC and CERN Management and propose a range of possible actions where necessary
• function as a crisis unit in the event of emergencies.

A Table of Risk-Analysis was drawn where the following information was requested :

• Contract list
• Five types of risks recensed :
  1. Insolvency or bankruptcy
  2. Capacity (tooling, personnel, know-how)
  3. Faulty production
  4. Delays (in addition to delays up to now)
  5. Additional costs (amendments, options, more material needed, etc.)
• Present delay with respect to contractual dates
• Consequences of the delay on other contracts.

The scale for risk estimates is 0 (no risk) to 10 (maximum risk).

H. Wenninger requested the collaboration of ST Division in order to evaluate and to judge the risk probability in the ST industrial contracts.

A. Scaramelli indicated I. Bejar Alonso as ST contact. She will fill in with the Group Leaders all the parameters requested.

H. Wenninger would report to the CERN Directorate, would keep a risk register and make an annual report to be incorporated in the annual LHC status report presented to the Council each December.

3. Progress Report Work Packages

B. Jenssen informe A. Scaramelli que les documents pour les différents groupes sont prêts, à l'exception de celui du génie civil pour lequel la présentation doit être modifiée par J-L. Baldy. Le cas du génie civil est différent car environ 80% des travaux LHC ont été réalisés et le coût réel est connu. Mais seuls doivent apparaître dans le Work Package les travaux correspondant au Cost to Completion et ce qui est dans le delta sera mentionné de façon séparée.

4. Préparation Morges III

B. Jenssen présente :

• l'évolution du personnel par catégories pour les années 2002 - 2010 (sans le personnel recruté localement)
• la demande de LRS (locally recruited staff) par groupe
• le budget pour les contrats de support industriel (E, C, S) (budget propre ST)
• le budget pour les contrats de support industriel pour les équipements de maintenance LHC et les gardiens (budget en accord avec le LHC)
• un sommaire des PPA de 2003 à 2007
• le LTP ST (long term plan) de 2003 à 2007.

A. Scaramelli rappelle la réunion avec le Directeur Général jeudi 26 septembre; une réunion de préparation à cette rencontre sera programmée courant semaine prochaine.
